The handful of ideas you need before you read anything else: decision, evidence, authority, proof.
Govula is built on four primitives. Internalise these and the rest of the documentation reads as elaboration.
Decision
A named human action that mutates governance state. Every decision is traced to its actor, time, scope, and inputs. See Authority Model.
Evidence
The artefact that supports a decision — a control test, a log excerpt, a signed attestation. See Evidence Management and Evidence Semantics.
Authority
The capability boundary that says who may decide what, and the rule that AI may never sign. See AI & Automation Safeguards.
Proof
An append-only hash-chained record that any auditor can replay end-to-end. See Audit Logs and Audit Readiness.
