How entitlements work, what each license tier includes, and how usage is metered.

Govula uses entitlements — capability flags tied to a tenant — rather than feature toggles tied to user accounts. This keeps the licensing boundary aligned with the governance boundary: what you have access to is what your tenant is entitled to.
